How to properly set folder permissions in Windows Server 2012?

Hello! Please tell me how to set access rights to folders + subfolders. The bottom line is that it does not work correctly .... There are a lot of manuals, but I don’t find the right one.
What you need: There is one shared folder called "data"
There are other folders in it:
- marketing department -
accounting department -
management
These should not be changed and no one should change the structure.
And in the marketing folder there is a group of users.
So they should only have read and write permissions to their folder, and only read to everyone else. And so it is with all departments.
It looks something like this:

It is also of interest to give user'u a quota for a 2GB folder. Only to each user on his personal folder.
Who faced tell me how to do it. If anyone has material, please post a link.

if I remember correctly:
1. leave only read and view permissions on parent folders
2. already give write permissions to user folders, but without the ability to delete and change folder permissions
3. set a quota for the user on the volume.
however, the quota is only considered if the owner of the files is our target user.

What exactly is the difficulty?
Is it difficult to press the right mouse button over a folder, select the security tab and place all the necessary checkboxes?
It's the same with quotas.
