How to properly restructure the existing "knowledge"?

In everyday life, I use firefox, save useful information using the scrapbook plugin. A lot of information has accumulated, and I began to catch myself on the fact that I save some pages repeatedly + local scrapbook search is much longer than finding information again on the Internet and possibly saving again for the future.
Advise what can be used to create a local infobase based on saved web pages (firefox + scrapbook) with the ability to insert tags.
Tried:
1. Mars Notebook, yes, not bad, but the pictures need to be "re-saved", there are no tags and everything is in one file.
2. Outwiker, there are tags but does not want to open saved web pages.

import scrapbook pages into outwiker or paperwork.rocks.
