Is there a way for Chrome to block web resources by links and ip addresses for certain hours?

In order to combat the spread ... pom, i.e. procrastination, as well as improving the quality of my rest, I want to configure the browser like this:
1. At certain hours that I will plan in the morning, links were blocked in my browser and forwarded to the specified home page (a bug tracker, for example).
2. The zone of night hours, at the onset of which access was terminated GENERALLY in the browser and was possible only after entering a sooooo long password, say three times. In other words, to discourage you from sitting at night instead of sleeping;)
What can you advise?
In other words, I need a Father-control similar to Children-control.

There is a chrome plugin StayFocusd that allows you to open sites from the blacklist for a certain time. For example, for 10 minutes a day) after that he blocks them.
