How to properly hide Windows server disks?

I open group policies>>Default domain policy>>User configuration>>..........>>Explorer
I hide and close access to disks. Everything seems to work more than well. But these rules also apply to the administrator. I can't figure out how to limit access to users only.

You create an organization unit, assign a new GPU to it, and move your users there.
