How to properly format a hard drive?

I have two hard drives.
One root, the second ext4.
But the problem is that the second disk cannot be used for installing applications, but only as storage.
For example, steam does not want to see a second hard drive.
Tell me under what file system you need to format the second hard drive to install applications?

lrwxrwxrwx   1 adamos adamos      23 апр 17  2015 Steam -> /media/WD/SteamLibrary/

And let his stupid client think that he is cluttering up my home folder

Use symbolic links from a folder on one drive to a folder on another drive.

In order for the second disk to be visible, it must be mounted in the system. Is it visible at all?
