How to properly configure DNS addresses for Windows Server 2008 r2 replication?

The network has one domain controller. LAN interface settings
IP 192.168.1.1
MASK 255.255.255.0
Gateway - not specified
Primary DNS 192.168.1.1
Secondary DNS - not specified You
need to configure a second domain controller so that it provides network fault tolerance in case the first controller is unavailable.
On the second controller I registered
IP 192.168.1.2
MASK 255.255.255.0
Gateway - 192.168.1.1
Primary DNS 192.168.1.1
Secondary DNS - not specified
How to properly configure DNS addresses so that the controllers replicate correctly? Is the global catalog role required on the second controller?
