1- Search for popular questions on local forums, answers to them on the site and you can put a link to the site from the forum if it is appropriate.
2- The same on local groups in VK, instagram, od and fb, if there are groups.
3- Motivate users to answer questions with gamification or discounts from partnerships with local businesses (cafes, beauty salons, etc.)
