I have one idea to improve the level of healthcare and the qualifications of doctors in the Russian Federation using IT technologies.

Question:
How to lobby this idea at the state level?
There is no definitive answer here, so I'm in favor of the answerers having a little discussion.
How I see it: contact the medical school on behalf of your university. Infect with the idea departments of some medical business. And if you like the idea departments, it will already help to reach the level of administration. Presented to the leadership of the university - to outline the financial prospects for the administration (how to get grants for research and additional support from the state), and if everything goes smoothly, the administration will help me promote the idea to the Ministry of Education and the Ministry of Health.
I also saw medical hackathons, but they are so rare that it's easier to go "uphill".
Obviously, I will not get anything from this.
It is also unlikely that it will be possible to go further than the head. departments, but if suddenly ... then 100%
will play a tender for the development of an IT solution for several billion rubles, where everything will successfully go to hell. (although this is all implemented in a month of work for an average programmer)

A couple of years ago, I talked with the leadership of IIDF - the Russian business incubator. They have the opportunity to "push through" the idea at the state level. You definitely need some kind of semi-state accelerator, for example, in Rostov-on-Don "South Park" and in other cities-regions there are the same - this is a springboard in the IIDF, and from there to any ministerial office.
