How to promote an educational center?

Good afternoon everyone.
Some time ago, my friend and I set out to create an educational center where, in fact, a "man from the street" can learn to become a programmer with due diligence. I will say right away that the program was developed by us and successfully tested while working "for an uncle", but I wanted to create my own brainchild. I would like to train junior C#/.Net developers.
At this stage, they did quite global things: they reworked the program, found rooms with computers, and purchased the missing equipment. We do everything for our own money and "on the knee" without external infusions. One problem, how to attract listeners?
They tried advertising through calendars: they distributed them in hostels, bookstores, book fairs, in crowded places. Zero exhaust. Then we switched to advertising through VKontakte communities, both spam and paid. The result - 7 people asked, there is not a single one who signed up. It seems that the audience was chosen incorrectly, we do not correlate with hamsters and cats on vkontakte.
What else to think?
A little about the courses - the courses are aimed at preparing C#/.Net/Asp.Net developers, starting from the zero level.
The cost at the current rate is slightly more than $220 for a month and a half. The duration of the entire course is 3 months. Classes Mon, Wed, Fri, 3 academic hours each.
I admit, I have no practice in advertising, that's why I'm asking for advice. How to unwind and recruit 10 people of listeners?
PS Location - Belarus, Minsk.
