How to prevent normal users from shutting down the computer ONLY when a local administrator session is active?

I can not solve this problem in any way, although I tried to search on the Internet. The point is the following. Using RDP in the organization, I connect to client computers in the admin account, while there are a lot of computers and notify everyone of their visit in the background - the trouble is still the same. Usually the purpose of such background visits is maintenance, trapping issues in logs, and so on. The problem is that there are situations when, in the process of my being in the admin, the user wants to turn off the computer, while seeing that there is still someone authorized (that is, me), ignores this and cuts down the machine, agreeing to turn it off bypassing message. As a result, my work is interrupted at the most inopportune moment. On the one hand, the most logical thing is to remove such a function from the start menu, since there are a lot of manuals for this process, but, as I think, I won’t be able to monitor the shutdown of machines and I don’t want to, let them turn off, but only when I'm not there. That is, I see it this way - the user tries to turn off the computer, a notification appears that at the moment the computer cannot be turned off, and that's it, no options to ignore and still turn off the machine. Run a script with the task scheduler that turns off computers - at that moment they will already be in standby mode, that is, consuming at a minimum.

  1. We set up daily shutdown on the PC at the set time with a script in the scheduler \ program ala PowerOFF.
    If you do not use the administrative resource, then even if you lock the shutdown, they will turn off the PC with a hardware button.
    The alternative is to use UltraVNC and connect in console mode.
