In ubuntu, the network does not work, both dhcp and with a static ip. How to fix?

A cleanly delivered system cannot enter the network, specifically, it does not receive an ip address. Nearby is a computer with windows 7 with the same poppy address as the experimental one and on the same cable - it works flawlessly.
The IP address manually registered through the network manager, which, by the way, is always the same, although in theory it comes via dhcp, does not change anything, except for the icon of the NM itself.
Please help me to pinpoint what is going wrong. I've already broken my head. I will provide the output of any commands (both from wines and from ubunta).

You have a direct IP configured on Windows. How are you trying to connect Ubuntu?
As I understand you have 2 PCs. Do you have a router or are you switching from a Windows PC to an Ubuntu PC with a wire?

Judging by the comments, the provider can block everything that is not Windows via TTL, it is different by default in different OSes, search the net, you will find similar questions and solutions. I myself once set up a router in a similar situation, so that the provider could not distinguish it from a regular Windows laptop.
