How to prevent delaying installation/reboot during updates?

There was a need to introduce a ban on the "Snooze" button on the notification window about the need to restart the computer when installing updates.
Let me explain: the computers are on the local network, have limited access to the Internet, updates arrive on each PC from WSUS, but many computers do not restart when a window appears about the need to restart during the installation of the update and press the "Delay" button all the time.
How can I make this button available to admins only?
(i.e. when you clicked on it, the administrator's login and password were requested)
As is done, for example, in "Windows Update" on the "Stop installing updates" button during installation.

If the domain, then through the GPO in the section Policies - Computer Configuration - Administrative Templates - Windows Templates - Windows Update.
If just a wheelbarrow, then the same way, only in local policies.

And setting the time for installing updates is not an option? The worker left work at 5 pm, at 6 pm there was a reservation, update and reboot.

Or maybe go the other way, and just display a message (they say a mandatory reboot will be in 15 minutes) and reboot? For example, using a bash script with a task in the scheduler.
wuauclt /detectnow - starts the check,
wuauclt /UpdateNow - installs the found.
Personally, when I had Windows machines, this all happened at night, of course, you first need to configure the inclusion on the network.
