How to prevent a user from installing applications in Windows 10?

Found out that a user without administrator privileges instructed (accidentally, in his words) some kind of mail-rush g, which unfolded as much as 7 gigabytes.
How can I prevent the installation of any applications, including those that are put in %user%/appdata without asking for admin rights?
Google didn't answer.
up. If anything, the Store is removed.
