No way. They only accept payments via credit cards and PayPal.

You can ask DigitalOcean to make an invoice for payment. But you automatically fall under currency control at the bank where your company has a current account.
For 5 bucks, it just doesn't make sense.

Currency control, the obligation to withhold VAT from DigitalOcean as a non-resident (and you will act as a tax agent)...
Maybe they have some resellers in Russia? This will make it much easier to arrange.
