ESXi is best put on a flash drive and booted from it, a slight change in the config will be required in terms of redirecting the recording of logs (so that they are not written to the flash drive).
The installer supports this feature.
Thus, all disk space is given to virtual machines. ESXi itself reads the flash drive only at the boot stage.
Put hyper on SSD, specify in the settings that the hyper swap and VM memory are stored on the SSD. Give the HDD for VM files - let the hyper mark it up as it sees fit.
If there is a USB connector on the server's mother - now many do this - then put a small flash drive there, hyper roll onto it, logs, hyper swap and VM memory - on SSD
