How to organize your server to send push notifications?

Tell me a service for sending push notifications that you can install on your server.
Of the possibilities, we need easy sending of mass notifications by user segments. For example, segments can be by language or time zone.
I don't want to subscribe to something like Urban Airship if I can send pushes from my server.

I am using a self-written NodeJS mailer with the github.com/argon/node-apn module.
