How to organize wordpress front-end work on a dev server via ssh?

Hello guys,
there is a dev server with wordpress multisite, there is access to the server via ssh. How to properly organize access to files if there is no ftp (well, or the admin is stupid)?
In essence, I assume that it is really possible to somehow connect phpstorm via ssh.
Access to files is needed to edit the theme, link the layout, etc.
