How to organize video broadcasting to the site using stand-alone ip-cameras?

Hello dear community members. There is a task - to install several cameras within a radius of about 10 kilometers and broadcast them live to a website on the Internet 24/7. It is assumed that the cameras are located in the coverage area of the networks of cellular operators and it is possible to provide each of them with 220 volt power. It is also necessary to have batteries in case there are short-term power outages. It is possible to install an impromptu server at home (a separate PC) for recording and storing video files and broadcasting to the site. Sound does not need to be broadcast.
Please explain how you can competently organize this undertaking, with the least financial and labor costs. I have no experience in this area, but I am ready to deal with all the intricacies of the process on my own.

The budget (0 rubles investment) option can be done through the rtsp.me service, but you need a white IP address for each camera (camera group). And so look in the direction of cameras that support USB modems.
In general, not every installer is able to perform those. task within the budget.

A good option is cameras with a built-in GSM module , there are not so many of them, but there is a choice.
Broadcast to the site using Ivideon .
