How to stream a stream from an IP camera to a page on the local network?

Hello!
How can I implement streaming streaming from an IP camera to a page on the local network.
Here's what I have:
-IP camera RVi-IPC42S
-Server with Ubuntu Server 14.10 on board
-Normal router
What I have already done: -Install
apache2
-Raised a web page available at 192.168.1.8
It is necessary that the video can be viewed even from mobile devices.
I tried this solution with WebRTC habrahabr.ru/post/229243 but it didn’t work out, I’m looking for an alternative.
