How to organize video broadcasting for a DJ?

1. Has anyone tried to broadcast through YouTube mix live?
I'm interested in the legal side - whether the broadcast will be interrupted during the broadcast ...
2. I'm interested in the power consumed by Open Broadcaster Software. For streaming, a fairly old core i3 laptop with 8GB will be used. Wirecast and Adobe Flash Media Live Encoder worked tolerably well on it, but I recently tried streaming desktop to YouTube via OBS on a working Macbook Air and it was in no hurry at all. Is OBS itself so slow? or stream from the screen eats more resources than from the camera?
Is it worth changing a very slow 5400rpm hdd to an SSD on a laptop for streaming? It will give a gain for high-speed performance in translation?

2 times a month I do a broadcast on YouTube for one company - an online lecture, picture in picture.
Slides and in the corner of the lecturer's video. Plus, the video is written to the HDD in parallel, just in case.
i5 laptop, Logitech C920 camera, 4 Mb/s upload on bad line.
Windows 7 + OBS 1.5 Mb/s (ideally 2-2.5 is needed), keyframe 4 - speed and keyframes are clamped due to a bad line.
Runs great at 720p and still has plenty of headroom. CPU usage is 30-40% if I remember exactly.
On Windows 10 everything worked VERY poorly. The processor load reached 100%.
I had to specially install the second system 7 exclusively for video broadcasts.
HDD does not affect performance in any way. The amount of memory is also, it should be enough without a swap - 4-8 gigabytes.
Important points - processor + outgoing speed / quality of the Internet to YouTube + high processor performance in the settings.
I use OBS because it can do picture in picture without a splitter.
This is a practical experience that came after several unsuccessful broadcasts.

What do you understand by the phrase "not in a hurry at all"?
the speed and quality of your stream depends on the outgoing speed of the Internet channel.
