the processor is hotter and the old cooler is not the fact that it will cope, the difference in price between the xeon and the quad should be spent on a new cooler.
1) Choose what you find cheaper, compatible with the motherboard. You will not see a real difference between 4 cores.
2) 4 cores will give a noticeable performance boost when working in the browser. Provided that the system is on an SSD and 8 RAM.
To get a SIGNIFICANT acceleration of the system:
1. Add RAM.
