How to decide on the hardware for the server?

For a small office of up to 35 employees, Exchange will need to be raised. (want their own mailer for more control with two-factor authentication) Now the mail is hosted.
1. I need a server under AD for 35 UserCAL
2. I need a server for Exchange for 35 UserCAL
3. NAS
I understand that it is dangerous to keep one controller, perhaps we will raise another server in the branch.
It is not yet planned to hang anything on AD except authorization, but in the future there will be group policies with control over installed software versions.
According to the licenses, I know that for each server I need to buy MS Server Standart 2016 + MS Server UserCAL
Exchange Server + Exchange UserCAL itself is added to Exchange

So, I have calculated one server out of two.It is powerful enough for one task, but I have doubts about using SATA disks.Questions
:
1. Which server to take under AD?
2.Is there any
3. If enough, what disks to take
4. If not enough, what is the overall load from Exchange + KIS 5.
What is the load from AD + GPO with so many people?
The more thoughts you voice, the better, because I worked a little with MS.

All this MUST be done on virtual machines. But the percent can be simpler, and the memory - more. I would start with 64 GB. 2 such hosts in a cluster + shared storage (NAS, DAS, storage - whatever) will allow you to virtualize not only this, but also a bunch of other servers. The only thing - according to best practices, it is still better to make one domain controller iron. For 35 users, any of the simplest servers is enough for a controller, you can even use a BU. You can even install an HP Microserver, if you wish, it will pull.
SATA drives are OK for this workload if they are assembled into multiple pairs of RAID10s. But you need to understand that the "internal" option in the case of organizing a cluster will not work - no fault tolerance will work, you need a shared storage that will be simultaneously available to all hosts of the virtualization cluster, regardless of the state of other cluster hosts.
