How to organize the execution of an order for the redesign of a website on freelance?

There is a site on WP (the basis is a template), but I want to change the design a little: the location of blocks, frames, etc. with the preservation of all pages and content. In short, a simple job for a freelance layout designer.
Can you tell me how the code will be transferred? Do I need to somehow give access to the admin panel to the coder? Or is it enough for him to give a link to the template and TOR, asking him to write a brief instruction on the transfer of innovations?
Please do not kick me for a stupid, in someone's opinion, question - this is the first time we are working with such a task.

What prevents you from ordering the development of a full-fledged WordPress theme with the design you need, and then installing it yourself using standard tools? Yes, it will be more expensive than making minor changes, but in case of paranoid fears (they will steal content, throw malware / backdoor) it’s quite a solution. You can give an existing theme but revision, you can order a new one, you can raise a test stand and give access to it...

Merge the backup of the site folder and the dump of the database to the developer, let him develop it locally, and at the output he will give an archive with an updated template, which you will upload and install yourself.

Actually, in my opinion, the fear that he will somehow take control of the site is really unfounded. The problem may turn out to be different: a bad performer will get caught, mess up and flood the hosting. So make a backup for yourself first.
Perhaps something is different for you (you have to look), but in my experience for editing the design, as described in the question, access to the admin panel is not needed. In any case, I ruled all such things through the code.
Backdoor (with such a desire) he can upload to you even if he gives the files, and you yourself will upload them to the hosting.
In total - the least risk: you give the person the files and the dump of the database, he does everything, shows and gives you the files (the database, most likely, will not need to be edited).
