How to organize remote video surveillance?

Good afternoon.
I plan to organize remote video surveillance on the site. The scheme is as follows:
Router Zyxel 4g III + 4g modem megafon (because there is no way to connect optics or dsl) -> DVR (not yet decided) -> Cameras (not yet decided)
There are a couple of questions:
1) really get a static IP from operator?
2) does the whole system setup come down to combining all devices into one LAN and port forwarding?
3) What applications (for PC, smartphone/tablet) are suitable for viewing video from cameras?

You can even without static if you take something branded, like dssl, they have their own applications and their own cloud. Viewing is possible from any Internet.

1) Really in jur. face. Or you can use ddns or similar services. Often, the DVR manufacturer offers a specialized free solution, but tailored only for their equipment.
2) Depends on your Wishlist...
3) When you purchase a DVR, you will receive links to the software or a CD with the software.
ps The biggest problem is the reliability of "whistles". I personally do not know models that are guaranteed not to hang. :(

Mikrotik + usb 4g + watchdog / mikrotik sxt lte / mikrotik wap lte , from it Vpn to another Mikrotik. From it we get an external IP and rejoice. For details in a personal.
