What is the most efficient way to organize a network inside a shift camp?

Good afternoon!
How to organize a network of rotational camps (road workers), which are located near our village (3-4 km.) Connect between trailers via a network cable or distribute to the entire village via Wi-Fi?
There are warm trailers with sheathing that the Wi-Fi signal does not pass through them (they tried to distribute it with a home router with a built-in antenna). Total satellite terminals for the entire village 2 pcs.
There are also 2 laboratories that cannot work without the Internet, and the channel to satellites is always full.
We also want to make a local network with a server that would reserve documents.
