How to organize page linking?

I read a lot about the correct linking, but it is not clear how to organize it. If I want to do linking for LF, then there should not be links to pages that are one level higher. But there is a menu and there links are required. Or is it enough just to close them from indexing rel="nofollow"?

Yandex or Google manuals don't have information about putting rel="nofollow" on duplicate links. There is no such information even on the Google page dedicated to duplicate content. In addition, there is information , nofollow is bad. But Google itself says that this is not so , that single nofollow links will not affect anything and will simply be excluded from the link graph. The common thing is that there is no information anywhere about marking duplicate links with the rel="nofollow" attribute, but there is quite a bit of information about how ( for example), that Google takes only the first link, that nofollow is not needed for internal duplicate links, but if you put it, then nothing will happen. I think Yandex is doing something similar, because, firstly, it is logical, and secondly, I have not seen any other information from it.
Hence the conclusion that nofollow is needed for content that is not trusted, but not for duplicate links. This is its original purpose. Also, this attribute is closer to a recommendation than a command.
So make as many internal links as you want on your site. All the same, the overall quality of the content and the overall quality of the site (structure, layout, URL, etc.) are much more important.
As for relinking, you need to do it logically / correctly, so that you yourself want to click on these links, it was convenient. You say that "there should be no links to pages that are one level above" - ​​is that why? They may be, there may be many. Take a directory that has a path - here are the links up the level.

Here is an example of a linking scheme. As you can see, the bottom level does not link to the top and middle, although the site has a menu and how it should link. How then is such a link organized? Does it work without a menu?
