Use img or background-image tag for images?

Greetings
I thought about the question of how best to add images to the site in terms of SEO and PS. Should I add them directly or through a background image!? If you add directly, then the pictures will be indexed. If you add through the background image, then there will be fewer requests and the site will load faster.
Please help me to sort out this issue. How to do it right in practice and what opinions do you have about this?

If the picture is purely design, then background-image is preferable , if it is contextual - img

service pictures as a back, context pictures as a picture.
In general, you should always look at the situation.
the site will load faster if you minimize the code, enable gzip, compress images, use sprites, etc.
