How to organize folders in ownloud?

Good afternoon.
There is an owncloud cloud, 20 people use it, but we suffer a lot from anarchy with folders.
Is it possible to somehow create a folder structure that would be the same for each user, and at the same time access rights work?
It is necessary that when saving the structure, some folders are read-only, and some are writable.

For example, I can create a "Marketing and Advertising" folder with the correct structure inside, but:
If I give access to a folder, then these rights apply to all subdirectories.
And if I give write access only to a certain subfolder, then it appears in the user's root directory, and the structure is broken.
Tell me, can this be solved on owncloud\nextcloud ?
Or can you recommend something else for the workflow.
