A small organization needs the ability to electronically store scans of contracts with the ability to share access for different users.
Large ECMs like Alfresco are not suitable because of their complexity, the volume of documents is about 150-200 pieces. Please advise a simpler storage system so that you do not have to make a bike yourself.

Yes, even a ball on Linux, even a ball on Windows or some FreeNAS - in the absence of a domain, you still have to mess around.
in the domain it is easier - user groups = groups of rights to directories.
without a domain - clone settings everywhere, synchronize accounts. most of the linux NAS servers can connect to the domain and distribute rights correctly - they will not see those documents that the user does not need.
