Do I need to draw up a license agreement when using analytics services?

I use Google Analytics and Unity Ads in a mobile game, in the Firebase console I see where my user is from, (country, city), do I need to draw up a license agreement and a privacy policy, or can I leave everything like that?
And how to understand when I use non-personal data, but when personal?
