How to organize access of neighbors to video surveillance?

We are planning to make video surveillance on the floor with neighbors. There will be several IP cameras wired to a DVR that will be in my apartment and will be connected to my personal internal network.
How can I arrange for neighbors to access records so that only the registrar is available to them, but not my entire network?
