How would it be more correct to scatter cameras through a Poe recorder?

Good afternoon!
Actually, we have Kerio control, managed level 2 switches, a DVR of 16 ports provides power via POE and 14 cameras that need to be powered.
At the moment, the local network has a range of 192.168.0.xxx-192.168.0.254 255.255.255.0
If you power the cameras through the poe, then the computer cannot ping them, the poe network starts based on the settings of the registrar (RVI) 10.1.1.1 mask 255.255.255.0 gateway 10.1.1.1, tried to change the region to IP and the gateway to the region, swears that it cannot be located in one network segment (although the cameras have the local office network 192.168.0.50,51,52,53,54, ... and the Kerio gateway itself). But it turns out to connect remotely (namely to the registrar), the question arose, how to still connect cameras through poe ports on the registrar with the subsequent possibility of pinging these cameras and local / remote viewing from the same network?
Option: power it with 12V power supplies - you can even then drive them into one network, but maybe it can be done somehow through the reg, because it's easier. I threw it into the server room, plugged it in and forgot.
Z.Y. Do not throw slippers, layman in the video surveillance network.

Regs with a built-in poe switch are the worst shit, they twist NAT on themselves, which works according to the religious views of one Chinese on Binyang Road and cannot be fully reconfigured. Most likely, from the external network, behind nat reg, you can get through to the cameras by sorting through ports 81, 82, etc. or 8081, 8082, etc. You probably won't be able to ping them.
PS It is better to capitulate to the creation of the Chinese and make a normal separate subgrid behind it. It will be easier for you to understand later.
