How to organize a small mobile wi fi access point from a usb modem?

I saw one guy with a Beeline usb modem and a small white box. He inserted a modem into it, the box was connected via USB either to a computer or to an outlet with a 220-> 5 volt adapter (apparently from a telephone). As I understand it, this box is also Beeline. Will it work with the Iota modem? Maybe there are analogues Under all modems?

A separate router is needed only when you need to distribute Wi-Fi without using a computer / laptop.
If a laptop + modem connection is used, then using Windows tools, you can create a Wi-Fi point.
