How to organize a radio with multistreams?

There is a task: to organize audio streaming to different points, while from time to time an employee should wedge in and announce certain information. And most importantly, sometimes it is necessary that some listeners hear one audio stream, and some another (ideally up to 10 different streams). That is, the general stream plays, and then for different groups its own separate one. Something like regional advertising. How to organize this?
