How to organize a local network?

Available:
- Router (model unknown, waiting for the end of the public procurement auction)
- "Server" (Win7 Pro, GA-z87x-ud5h 2RJ-45, I7-4770k, 16Gb RAM, 1Tb hdd)
- Unmanaged switch 24 ports
- Several PC groups (accounting, economists, operators, etc.)
A connection scheme is assumed:

at the same time, I would like:
- so that traffic can be filtered on the server
- all user groups cannot see each other, but so that the Internet works for everyone
- so that ip addresses, DNS distributed automatically.
It comes to mind:
1. DHCP in the router and filtering traffic on the server
2. use "Internet Sharing" using windows7
But I can’t figure out how to make computers not see each other?

Make several isolated C-class subnets. Internet access through a proxy. Why would you hide computers from each other? Let them be. The main access to the balls is closed by means of NTFS.

Dividing networks on the advice of SashaSkot in a router is unlikely to work. It's bad that the switch is unmanaged, with a smart one it would be much easier.
Win7 already bought? Can't you change to a server system?
What is meant by "traffic filtering"? If you close unnecessary ports, then the router will cope with this.

Nothing is said about the number of cars.
Nothing is said at all about filtering, content or url, or something else.
About separation, almost any router can do VLAN per port. You can use this. Also, almost any router can filter url.
In general, you can buy a very budget Dlink DFL 260E or a more expensive DFL860E, there are wilans, a shaper, a content filter, and a built-in traffic antivirus, throw the server off the list and enjoy.
