How to organize a GPS track?

I want to organize tracking of drivers, I see it like this:
1) An android application tracks coordinates to the server via a get request
2) I write all this in school
3) I build a map by points using the Yandex API.
With 2 and 3 - it's easy, but I can't find a program ... Those that I found either don't work in the background, or they don't send anything at all :(
Tell me a program for such a track?
