How can I open remote access over the Internet to my files on a computer via FTP with login + password protection.
(No special programs installed on the computer, static IP address)

Install a special program (Filezilla server), forward the port on the router.

What other site?
What OS are you installing it on? Windows?
If yes, then no site should be launched after installation and configuration.
The server itself is launched there and the program for administration is launched (the icon hangs in the tray). In the administration program, you must first configure, at a minimum, the user accounts and directories that will be available.

Have you forwarded port 21 on your router?
