How to give FTP user full rights?

Hello!

I use Parallel Plesk to manage the server. I create in a certain domain an FTP user with access to a certain folder. The problem is that he can only download files from there (Permission denied), but not edit and upload and create. The creator of this folder is another user (root). How to solve this issue?
