How to open port 80?

In general, I use Apache 2.4 64bit, I wanted to open access from outside, but I can’t open port 80, I forwarded the ports in the router, I allowed it in the firewall (even if I cut it off, everything is exactly closed). For some time I managed to open access, but something closed again and I can’t understand what exactly.

If it still works at first and then turns off after some, even different, time, then this is apparently an antivirus like Kaspersky or Avast. You have to put it in the settings.

Does the WAN address in the router match the real external address? (you can see, for example, at http://myip.ru )
It doesn't match for me. As a result, port forwarding is required on the side of the Internet provider (we are asked for 200 rubles per month for this setting)
