How to open a layer in a new tab without clipping?

There is a site layout, it has a layer, part of which goes beyond the boundaries of the common canvas. I want to open this layer in a separate tab so I can view it or save it in its entirety. How to do it?
I tried to make a duplicate in a new window, I tried to create a smart object, but all these methods crop the layer along the borders of the canvas, and I need the entire layer to be.

Create a new large canvas and move your layer there.
If the layer is in a smart object, then it will not be clipped.
