How to mount iso to hard drive?

Given: ISO file and a piece of hard drive.
Task: mount the ISO to the hard drive.
Description: I want to install Ubuntu on a piece of hard disk, but there is no flash drive or disk. I decided to do this: mount the contents of the ISO-shnik into a new piece of hard disk in order to use it as a vigorous flash drive.

Almost any archiver, such as Winrar

1. Unzip in which OS?
2. "Ubuntu on a piece of hard disk" = problems with loading different OS
