Disk management does not see HDD? No file system?

Hello, such a problem. I installed a new HDD and SSD M.2 on M.2 Windows, but the other disk is not visible, it is in the BIOS and it is visible in some programs. But I can't do anything with it.

New HDD and SSD M.2

"New" - do you mean "freshly purchased" or did you add one of these devices to the system? If the latter, what was the configuration before?

What are the BIOS settings for drives? No warnings for any conflicts?
Have you tried connecting other drives, as well as connecting this one to a different connector?
it is visible in some programs

See what R.tester says about the inaccessible disk . So far, there is not enough information for fortune-telling, but it is possible that in the event of some kind of conflict, it will be visible.

The disks are new and the whole system, nothing has changed in other connectors, nothing has changed in other computers

Try switching the HDD to the next port, the third one, for example.
