First you need to create EFI / MSR partitions on the second disk (using diskpart) that are the same size as the first disk, then you will be able to mirror the boot / system partitions. Then you will need to copy the contents of the EFI partition to the second disk (EFI remains a regular non-mirrored partition) and change the information in the BCD so that the EFI bootloader is searched for on the second disk when booting from the second disk (otherwise, when the first disk fails, the system will not be loaded from the second).
