How to middlelist an entire folder in IIS?

on apache redirected the whole folder by writing in .htaccess
RewriteRule .* site.com
on IIS this doesn't work
is there any easy way to redirect folder access to another site ?
it is undesirable to deliver anything and edit configs, you just need to make an entry in .htaccess or somewhere else and so that all accesses to the folder are redirected to the desired site
