Do not do it, but use ready-made ones. You still won't be able to ensure smooth operation. Now all hosters provide free DNS, I don’t want to use it.
And if you really want to suffer yourself, then open google.com and there type ISC BIND, documentation for three wagons and four more dump trucks.

As I understand it, the question of how to set it up, since judging by the wording of the question, you won’t be able to write your own for a long time.
And to set it up, you need to know what your DNS should do:
1) cache requests from your network to the DNS provider, Yandex or Google
2) independently "resolve" information in the root servers without the participation of the DNS servers of the provider, Yandex and even Google
3) serve any then domains for all Internet users? (for uninterrupted operation, you will need at least two servers on different subnets from different hosts)
BIND can solve all three tasks. Many other servers too.
