How to make your internet?

Hello!
I am not familiar with the topic of networks, but the question arose of the difficulty of creating your own communication center in the company, so that there is more control over access to the Internet (when something goes wrong with the provider, you have to wait too long).
Attempts to google lead to a bunch of answers in the style of "you need a lot of millions of money and it's generally pointless", but in essence - nothing. We have money, we have our own local infrastructure. Where to dig?

your ISP is followed by your backbone provider.
Instead of thinking about how to become a provider, IMHO it's better to think about a backup communication channel.
It is logical to have several communication channels (reserve).
For example:
  1. If one connection is via optics, then organize the second through a radio relay span (and through another provider). According to the RRL, there are options for several tens of kilometers, though 1gbe or even more so 10gbe will no longer be. If the distance is short (no more than a couple of km) and you need a large bandwidth + have a budget, then NEC iPasolink EX Advanced x2 pcs is your choice (or similar equipment from other manufacturers).
  2. If there is no money or high bandwidth is not needed, then some BSPD is simpler (Cambium, Ubiquiti).
  3. There is another option with a second optics from another provider, but laid along a different route (this is in case there is excavation, construction, etc. somewhere along the route)

Bloodskys If you do not want to depend on failures on the provider's side, find another provider, or two, and make one or two backup channels.
If you want to make your own Internet, then buying pieces of iron will not help you. You need not to google the answers, but to hire a network engineer who knows these answers and talk with him in more detail.
Because it is not clear why you need your Internet.
The Internet is just a connection between different providers. Between the small ones, between the big ones, between the main ones. But it is in any case a connection, and in any case you need to connect to someone.
