Hello!
The problem is this: the system does not respond to ARP requests. That is, it does not answer what its MAC address is. Moreover, she creates ARP requests regularly, accepts answers. But it does not want to respond to requests from other computers.
Windows 7 Professional SP 1
The Windows Firewall service is disabled. The Eset firewall is installed, but disabling it does not solve the problem.
The network location is set to "Home network".

The problem may lie in your switch. Reload it or clear the arp cache (if the switch model allows it) and check the arp operation again.
If using WiFi, try wired. Thus, you will find a piece of iron in which there is a problem with arp.
