Are there (preferably in Russia) switches that can be powered from poe?

There is a building. The building has rooms. There will be switches on the ceilings in the rooms. They will (or not) be plugged into 230VAC outlets.
I want to organize a guaranteed power supply for these switches.
I see such a solution - the room switches are connected to a large switch in the server room, which itself is powered by the UPS, and distributes power to the room switches via poe.
Not bad, if not... the lack of poe pd switches on the market.
There are solutions from mikrotik, but they use non-standard voltage (not 802.3at/802.3af) - and are not compatible with standard poe PSE equipment.
There is a solution on poe splitters, but this is an additional point of failure, additional equipment and wires.
Somehow HP had J9449A - almost what you need, but unmanaged, do not know how to vlan and, in general, are discontinued.
Price limit is about $100 for 8-10 ports.

Take out the stock power supply. Make your own with blackjack and PoE. I know as many as two networks in different cities that are built this way. They have been working steadily for five years now.
