How to make such a web page border in Photoshop?

Sometimes I notice, looking through site layouts, all sorts of interesting page borders. For example, as in the attached screenshot.
But I don't know how to make them in photoshop. Share knowledge. I am interested not only in the "corners", but in general in general, how to make such patterns.
Thank you!

As a rule, there are two different pictures - this is a display of the site for the customer and for the layout designer. For the customer, it is necessary to show the entire view of the page. And here you need a strip like on a link 1980 pix long. To do this, there are 2 ways that have a common root. The basis for such a broken line is a vector element (shape) - we draw it in Photoshop (it has such tools) or import it from a vector editor.
The second picture is a picture for layout designer which consists of a set of files. and this effect may look like a pattern repeating in a horizontal plane. A picture of one wave is made, and subsequent waves are clones of this picture.
Therefore, you can make your life a little easier by immediately making such a wave pattern in Photoshop, defining it as a pattern and then applying it to rectangles through the pattern overlay effect.

Usually the problem is with the layout of such things, more precisely with the layout on pure css, for example. Why would you do it in photoshop? Make it in any vector editor, and then apply effects in Photoshop, if you need them, of course.
