How to create a pixel font from a raster?

You need a tool/program/online service best suited to create your own font. Long googling led to some utility that converts a font into a fontset (bmp picture) and vice versa. But even if you convert font->raster->font without making changes to the fontset, the font "breaks", in general the software does not fulfill its task.
I also made a font on some online service at one time, but a vector was needed there and the service itself was more suitable for ordinary (not pixel) fonts.
In my case, I need to get a font whose characters at a size of 12pt will be 7px high (as they are). In general, so that it can be scaled without losing the equilateralness of the "pixels". I don’t know how to call it correctly, but I hope I was able to explain the very essence.
PS - I also have FontCreator on my PC, but again it is more suitable for classic fonts.
